You are watching a bait ball, a fascinating phenomenon that occurs when small schooling fish (in this case herring) come together in a tight, swirling ball in response to predators attacking (here, yellow-fin tuna). This defensive behavior makes it difficult for small numbers of predators to single out a target. When many predators gather, however, the bait ball strategy works against the prey and a feeding frenzy commences!
